I Tried to Delete a Bid on eBay and It's Still There

I noticed I have someone bidding on one of my watches selling on eBay. The problem is I stated that I only accept US buyers and this buyer is from Brazil.

I went to my account, site preferences, an buyer requirements, and made outside US countires uneligible but the buyer's bid is still there.

This is killing me.
