This is not a radio, but you can download many Android radio apps for it and have your own Internet radio - a full fledged Android smartphone, no contract, for $30!
You don't need to activate it. Just buy in store, bring home, and use it as a radio, MP3 player, GPS, camera, ... It runs fine on Wifi. In fact to preserve battery life, put it on Airplane mode, and just turn on the wireless. The touchscreen is capacitive, nice and smooth.
It's very easy to root (gain control of software install/uninstalls/tweaks to the operating system). If interested let me know.

Actually, I was out anyway and stopped at a Best Buy---I believe they had two left and I bought one. Haven't even had a chance to open it yet. Should be fun to play around with it----though I don't know how the apps work since my only device is a Blackberry and the people at work always take care of what I need on that. Best Buy's cashier did ask me about getting it activated and I declined----so this will work as a radio without me activating it?

You should turn airplane mode on, and then just activate your Wifi and connect to your home wireless network. You can then sign in to Google's Android Market (now called Google Play) and see what radio apps are there. Examples:
