I've been very happy with my Merkur 38C and have read that it has close competition from the Edward Jagger DE89, only $34 on Amazon. In the comparisons I've read, both have excellent build quality, but the Jagger is less aggressive, so it might be a better starter razor. Also it's cheaper. I'm tempted to get one as my travel razor or for when I don't need aggressive shaves.
That's my razor! I have had it for several months and have not looked back. Highly recommended.

I just bought the Jagger 89 for my father's Father's Day gift. My brother told me our father is fed up with his expensive cartridge razors, so I hope he likes it.

I'm of two minds about cartridge razors. Yes, I acknowledge that they are over-marketed and relatively expensive, but I also think that they just work. I have used 3-blade disposables since they were invented, and shaving with them is fast and easy. My problem is that I am in no mood to zen out on shaving in the morning, it takes all my concentration just to open the taps! Perhaps it is a personality thing. Maybe you have to be a morning person to enjoy the ritual of shaving and using natural soaps and single or double edged razors, but me, I just want to be done. After that, I turn on the radio and start making coffee, and maybe then the zen can happen.
