In the next year I'd like to buy something like a Citizen Grand Touring on leather and upgrade the leather band. The problem is Citizen uses 23mm and there's not a lot of choices for 23mm. I'd like to get something high-end like a Hornback or some similar embossed crocodile leather. I've read that you can use a 24mm leather band for a 23mm watch. Is that true?

One other thing to be aware of is that many Citizen leather strap watches use curved springbars. A strap that needs straight springbars may or may not fit properly (there might not be enough clearance between the case and the center of the springbar).
Regarding using a 24mm strap in place of a 23mm, probably the thicker and stiffer the leather is, the less likely it will fit well.

Then I may just wait for a watch I like with a 22 or 24mm lug measurement.

If needed, a good jeweler (who does repairs) could probably use a grinder of some sort to shave the leather half a millimeter per side to fit perfectly between the lugs. I had a jeweler do this for a Nixon watch I had----that I wanted to fit an orange silicon band on. They might charge a fraction more than a simple band change---but well worth it as you'd have a one of a kind creation. The only drawback would be (depending on the band) that the top color layer would go down to raw leather---but it would be concealed by the lugs anyway.

For the Citizen watches, the spring bars are straight. Its the end of the strap or bracelet that's curved to give that intergrated look.
